In their Clinical and Acute Services Division, the NCSB is looking for a Licensed Crisis Clinician (Emergency Services Counselor II). In order to divert patients from State Hospital care to community-based care, the Licensed Crisis Clinician will evaluate individuals in crisis and provide or connect them with necessary mental health services in the least restrictive setting. This will involve activities and services related to crisis and/or community stabilization.

Responds in person and/or over the phone to help people in crisis states or with co-occurring health, developmental, and/or social vulnerabilities who are suffering behavioral health (mental health and/or addiction) issues. serves both kids and adults. with individuals at various stages of their behavioral health condition, including pre-crisis, crisis, post-crisis, and stabilization. operates in a cooperative environment. As assigned, offers clinical staff members guidance and supervision, both formally through organized supervision and informally through role modeling. oversees and keeps an eye on non-licensed staff members as they complete pre-admission assessments.

Essential Functions

Collaborates well with others and has sound judgment and problem-solving abilities. develops, maintains, and cultivates healthy working relationships with coworkers, supervisory staff, community partners, emergency public services professionals, and anyone else that crew members may come into contact with while performing their tasks.

To respond in the neighborhood, it might entail operating a city vehicle. keeps up knowledge of Norfolk geography. makes use of traffic navigation apps and maps to promptly report to call locations.

Operates radio and other communication equipment and electronic mobile devices.

Interacts with individuals in a respectful and dignified manner using a culturally competent and trauma-informed approach. Establish trust and seeks answers to questions to better understand the situation.

Evaluates crisis telephone calls and determines the type of response needed, including crisis intervention, phone counseling, information, follow-up, pre-admission screening, and/or referrals.

Offers crisis counseling over the phone in the office and in person in the community (such as in emergency rooms at hospitals, government offices, and homes).

Uses forms and standards unique to the program to record all observations and activities. completes records and reports, enters data as required, and protects information confidentially.

Complies with mental health care policies by completing pre-admission screening assessments and assisting in the acquisition of Temporary Detention Orders (TDOs).

Gives the Norfolk Courts expert testimony on the client’s history, demeanor, and least restrictive treatment option in assigned commitment proceedings.

Follows policies and processes for initiating, finishing, and maintaining program records and documentation.

Education/Experience

Master’s or Doctoral Degree in counseling, psychology, social work, nursing, or a related human services field or equivalent.

Three years of supervised experience in directly providing mental health services.

Required:

  • Must be a licensed mental health care provider.

Preferred:

  • Certified or certifiable in Basic Life Support and First Aid training
  • Licensed Professional Counselor (LPC)
  • Licensed Clinical Social Worker (LCSW)
  • Licensed Marriage and Family Therapist (LMFT)
  • Licensed Clinical Psychologist (LCP)
  • Psychiatric Nurse Practitioner (PMHNP) or Psychiatric Clinical Nurse Specialist (PMHCNS)
  • Doctor of Medicine (MD)/Doctor of Osteopathic Medicine (DO)

Retirement
In order to receive benefits under the City of Norfolk Retirement System, you must contribute five percent (5%) of your salary if you are recruited on or after October 5, 2010. This will be deducted from your paycheck before taxes.

You will be expected to contribute five percent (5%) of your income toward your retirement benefit if you are employed on or after January 1, 2022, for a position that offers benefits via the Virginia Retirement System (VRS). This will be deducted from your paycheck before taxes.

The purpose of the Tuition Assistance Program is to support staff members’ ongoing education and self-improvement. Applications will be accepted from classified, unclassified permanent, full-time special projects, constitutional, and permanent full-time and permanent part-time personnel who have served six months straight.
