VETERINARY PROGRAM MANAGER I (DOCTOR OF VETERINARY MEDICINE) – HALAWA TO KALIHI, OAHU

Duties Summary

This job is in the Department of Agriculture’s Animal Industry Division’s Animal Quarantine Branch. By: a) preventing the spread of rabies and other diseases or pests of public health importance throughout the state; b) overseeing the state animal quarantine station; and c) providing high-quality animal care and health services to dogs and cats housed at the animal quarantine station, this branch supports the Animal Industry Division.

As a Veterinary Program Manager, the role will be in charge of investigating rabies and other public health issues that are significant to Hawaii on a national and worldwide scale. Among the duties and responsibilities are: establishing operating controls and supervising the maintenance of animal health records; assessing veterinary hospitals for authorization to house quarantine animals; keeping up with national and international scientific advancements in disease diagnosis and control, animal welfare, animal husbandry, international animal movement requirements, and veterinary medicine; and carrying out other related tasks as delegated.

Legal Authorization to Work:

The State of Hawaii mandates that anyone looking to work for the State government must be a citizen, national, or permanent resident of the United States, or be qualified for unrestricted employment in the United States under federal law.

Candidates must have either 1) a current license to practice veterinary medicine in the State of Hawaii or 2) a current temporary permit to practice veterinary medicine in the State of Hawaii, as long as a permanent license is obtained during the six-month probationary period.

Note: Candidates may also apply if they do not currently hold a temporary permit or permanent license to practice veterinary medicine in the State of Hawaii. In the event that you are hired, you will need to get a temporary permit before to beginning work and a permanent license during the six-month probationary term.

Examples of qualifying professional veterinary experience are as follows:

A. Detection, eradication and control of animal diseases through diagnosis, treatment, quarantine and established testing protocol.
B. Inspection of meat and meat products intended for human consumption. Also includes evaluation of disease problems and sanitation.
C. Study of the preventive control of animal diseases transmissible from animals to humans.
D. Post graduate research work that has demonstrated the ability to perform independent research in the field of veterinary medicine.
E. Veterinary quarantine work concerning rabies control.

Allowable Substitutions:

A. One year of veterinary experience may be replaced with a master’s degree in a relevant veterinary field from an approved four-year college or university.
B. Two years of veterinary experience may be replaced with a Ph.D. degree in a relevant veterinary specialty from an authorized four-year college or university.

Administrative Aptitude Requirement: When there is substantial proof of the required administrative aptitudes and talents, administrative aptitude will be deemed to have been satisfied. Success in routine or unique assignments or initiatives that required administrative issues could provide as this type of proof. ***Administrative aptitude goes beyond managerial and supervisory expertise.
